Financial Analyst – USAID for Islamabad, Peshawar, Karachi, Lahore

Job Description:
This position will provide financial management advisory services to the Mission and its activity managers under the Strategic Objectives in Education, Health, FATA, Earthquake Reconstruction, Economic Growth and Democracy & Governance. The incumbent serves as the Financial Analyst under the supervision and guidance of the USAID/Pakistan Deputy Controller. The incumbent analyzes and advises on the complex financial and programmatic aspects of developing, implementing, and evaluating USAID program-funded activities and on various aspects of USAID/Pakistan internal operations. The primary services provided include financial data analysis during the design and implementation of all program activities. The position shall be responsible for implementing payments verification policy, including coordinating and preparing the annual certification of internal controls reviews and assisting the Mission Audit Management Official in planning, coordinating and advising on issues relating to the audit plan.

QUALIFICATION REQUIRED:

EDUCATION: Possession of a bachelor’s degree in accounting, finance or business administration is required. A master’s degree or post-university financial studies is highly desirable.

EXPERIENCE:
5 to 7 years of progressively responsible experience in professional accounting, auditing, or financial analysis. Ideally one year of this experience should be with an organization with direct experience in working with the USG or any international non- governmental organization.

LANGUAGE:
Level IV English ability (fluent) is required. Skill in speaking and writing proficiency is particularly important.

KNOWLEDGE: A thorough knowledge and understanding of professional accounting principles,theories, practices and terminology is required, and a thorough knowledge of laws,regulations.

ABILITIES & SKILLS:
Must be able to analyze financial management systems, identify practices and procedures that require modification, develop recommendations and present them in writing or orally in a clear, cogent manner. Must be able to make independent judgments on institutional capabilities and on the adequacy of accounting systems and controls. Must be able to communicate effectively with non-financial management personnel, collect and present facts and recommendations in a clear,concise manner, both orally and in writing. Excellent computer and writing skills are required
