Job Description:
The last year saw Pakistan suffer from a series of overlapping crises, leaving hundreds of thousands in need of humanitarian assistance. Counter-terrorism operations and inter-tribal violence in the Federally Administered Tribal Areas (FATA) and Swat District in North West Frontier Province (NWFP) has caused significant displacement. Many families have fled to NWFP from Swat, Bajaur, South and North Waziristan, Kurram, Khyber and Hangu Agencies in FATA, having suffered from repeated incidents and protracted insecurity, having experienced a multiple displacement and relocated to the rural and the urban areas.

The traditional hospitality of friends, families and tribal networks helped to absorb most of the displaced since the conflict worsened. However, absorption capacity is now exhausted, with host families themselves badly affected by the overall economic crisis, and with the availability of living space in settled areas is limited and expensive. The scale and the speed of displacement and concentration are unprecedented. New IDPs continue to arrive although the return to areas that had been cleared and safety restored has begun and 1.6 million people have returned. Under these circumstances, planning assistance to the displaced is rather difficult, as the security situation remains volatile and unpredictable.

National Database and Registration Authority (NADRA) reported that the number of verified internally displaced people (IDPs) in Pakistan has remained unchanged at 2,263,765 persons or 323,395 families. Many IDPS are returned to their areas of origin, although an estimated 900.000 people continue to be displaced.

Many of these IDPs stay in public buildings such as schools, community buildings and mosques as well as rented accommodations. Majority of IDP families prefer to stay with host families. As 85% of off-camp IDPs is residing in 11 districts of NWFP.

Since February 09 UNHABITAT has been advocating fo rassistance to off camps IDPS. Starting in April, UN-HABITAT is providing emergency assistance to the off camps IDPs families displaced in Mardan, Swabi and Charsadda Districts, improving their living condition through the provision of emergency shelter, emergency repair of houses, WASH facilities, hand pumps and community project to vulnerable IDPs and vulnerable host families.

Since August 09, UN-HABITAT is providing emergency assistance to returned families in Sultanwas village in Buner district. The assistance comprise provision of transitional shelters, WASH facilities, training in construction techniques, rubble removal with cash for work scheme.
